Novice - The Novice level was instituted for those individuals who wish to officiate only at non-OVA competitions such as elementary school, high school and recreational leagues. The Novice level is equivalent to Local certification, but does not include registration with the OVA, nor the liability insurance that membership provides. Novice officials can not apply to the Provincial upgrade program.

Local - The first level in the OVA officials’ development program. It is designed for any person aspiring to become a volleyball official. The purpose is to enable the candidate to understand and apply basic rule interpretations. Local officials are allowed and expected to officiate as a first official at OVA Adult  and 12U-16U Youth competitions, as well as elementary and high school leagues and tournaments.

Requirements:
- must be 16 years of age, or older
- must attend an Officials’ Certification Theory Clinic
- must complete and pass a theory exam
- must perform adequately at a practical evaluation (usually a one day tournament)
- must become a registered member of Ontario Volleyball

Provincial - Must have been active as a Local official for at least one year and then fulfill all the requirements of the Provincial Upgrade Mentorship Program. The Provincial level official is allowed and expected to officiate as first referee at Sr. High School, OVA Adult and 12U-20U Youth competitions, Ontario Championships, Athlete Development Centres and Ontario Summer Games.

Regional - Must have been active as a Provincial official for at least two years and must be recommended by the Regional Officials’ Chair for entry into the Regional Upgrade Program. The Regional level official is recognized as a "senior official" and as such is allowed and expected to officiate at all competition levels in Ontario, Ontario Championships, Athlete Developement Centres, Ontario Summer Games, College and University.

National - Must have been active as a Regional official for at least two years and must be recommended by the Officials Committee for entry into the National Upgrade Program. The National level official has the opportunity and is expected to officiate at all competition levels in Ontario, Ontario Championships, Athlete Developement Centres, Ontario Summer Games, Canada Games, College and University. They may also be invited to officiate outside the province at the highest levels of volleyball competition.

International - The highest level attainable. Only the top National officials from across Canada will be recommended for entry into the International Upgrade Program. International officials must be prepared to officiate the highest levels of volleyball throughout the province, country and world.
